Potential Removal of ASER Restrictions 04.12.18

The Department of Defense policy governing military exchanges is promulgated via the Armed Services Exchange Regulation.  Included in this regulation are restrictions on products and services that may be offered in military exchanges.  At your Association’s Annual Convention that was held in September in San Antonio, Texas, the Department of Defense provided a presentation in which they stated that they were working on seeking relief from these restrictions.  Attached is a letter from the Department of Defense to Congress seeking this relief in order to "modernize military exchange operations and improve the quality of life of our Service men and women and their families."    ALA has had a long-standing "rational access" program whereby we support removal of product restrictions under the belief that the men and women who defend our Nation are entitled to the same rights and privileges as the citizens they defend.  Accordingly, ALA commends the Department of Defense for taking this action, supports the removal of these restrictions, and will be actively working with Congress to convince them to expeditiously accede to the Pentagon’s request.
